It's at http://beamjockey.livejournal.com/data/foaf. The page will make more sense if you go there and ask your browser to "view source." As you can see, it's XML that incorporates most of the LJ Info page.
I'm not sure of all the consequences, except that it's a machine-readable way for robots to learn what LJ knows about me, and to crawl my network of "friends." I imagine it underlies applications like Mindmap. Enlightenment (or recommendations for good reading) welcome.
