A lot of the 'payload' of a review seems to falls under the Third Rule's "tell the reader what you think about the film." For example, if the review wants to communicate who may and who may not enjoy the movie. Just as one reader of reviews, I'd be in favor of balancing this against the First Rule rather than subordinating it absolutely.
