Go back and look at section 3, where Mr. Nelson discusses "centrality." As of 1998, there were a number of multiply-flown spacegoers who participated in the Shuttle-Mir dockings. Each of them is no more than 6 hops away from anybody in the network (anybody not isolated, that is).

Maybe that's not what you mean by "the most connections."
