Actually, Jansky built a rotatable, directional antenna, NOT a radio telescope. It just so happened it eventually ended up being used as one. Reber's was intentionally a radio telescope. Every site I visited with respect to Jansky referred to it as a rotatable antenna, not a radio telescope. I guess though, it's all a matter of semantics and hair splitting.
