Correct, so not "fully steerable." It would point to a particular angle above the horizon, then watch celestial objects pass through the antenna's beam as the Earth revolved.

After a few years, Reber had a steel turntable fabricated to give full azimuth control. But he never had an opportunity to install it. Instead, after the war, he sold it to the National Bureau of Standards, and it was moved to Sterling, Virginia, where it was reassembled on the turntable.

It was moved twice more; to Boulder, where it was never reassembled, then to Green Bank, West Virginia, where one can see it today. It's mounted on the turntable, which is painted red.
